To get at the motor the plastic scuttle below the windscreen needs removing and this is covered by the Haynes manual for the C4. If after checking the wiring and electrical connector it still does not work correctly, a new wiper motor and the linkage on it are about £240 so you may be better trying for a used one.
Had a problem with my washers walker this year!! Had it all checked and it was found that the wiper motor was not parking in the correct place thus causing the washers not to work. Maybe worth a try!!!. I ended up replacing the wiper motor, and all worked fine.

Windscreen washer not coming out (Citroen C4 Picasso 2011) 14. Posted 20th Jan 2022. My windscreen washer jets were working fine up until about a week ago. The other day, I decided to top the bottle up and then try it out. When I pull on the washer lever, I can hear a noise of it trying to work, but no liquid is coming out.
C4 windscreen washer pump failure. Please excuse my lack of technical knowledge. I have a 12 plate Citroen C4, the wash bottles have stopped working, no whirring etc when I try to run them. I have had it to a garage who said it wasn't the pump itself, they suspected a fuse board and referred to me an auto electrician.
